OUC Customer Service Locations

At OUC's three conveniently located Customer Service Centers, you can pay your utility bill, make changes to your utility service, and get information about OUC's energy-saving programs and other services. In addition, OUC has dozens of payment centers across Central Florida.
OUC telephone customer service is available Monday to Friday from 7 a.m. to 7 p.m. in Orlando and Monday to Friday from 7:30 a.m. to 5:30 p.m. in St. Cloud.

Please note that St. Cloud customers can only make payments at St. Cloud branches and Orlando customers can only make payments at Orlando branches. Banks only accept payments if paid before the due date noted on your bill and payments will take three days to be received by OUC.

Customers can make payments at Vcom® kiosks in 7-Elevens throughout Orange and Osceola counties. Go to the 7-Eleven nearest you and pay your bill at any time, day or night. There is a $1.50 charge for each transaction. Store locator.

Pay by Check with OUC e-Check
Welcome to OUC—The Reliable One's online payment system. This easy-to-use system lets you pay your OUC bill online with a check. Best of all, the service is free and available whenever you are — 24 hours a day, 7 days a week.
Western Union Speedpay
Western Union SpeedPay lets you pay your OUC bill with your Visa, Mastercard, Discover card or ATM/Debit card with the STAR, PULSE, NYCE, or ACCEL logo. Best of all, the service is available whenever you are — 24 hours a day, 7 days a week.
All online payments are processed through Western Union SpeedPay, an independent service provider. For each transaction, Western Union SpeedPay charges a $5.95 convenience fee.
OUC's Automated Rely-A-Pay Service
No more stamps. No more checks to write. No long lines.
What is Rely-A-Pay?
Rely-A-Pay is an automatic bill payment system that allows OUC to deduct your monthly utilities statement amount from your checking or savings account. It is an easy, worry-free, cost-free way to pay your OUC statement.
Who is eligible for Rely-A-Pay?
All OUC customers with an active checking account or savings account drawn on a U.S. financial institution are eligible for Rely-A-Pay. There is no charge for this service from OUC. Some financial institutions, however, may charge a small fee for this service. Please contact the financial institution where you have your checking or savings account.
How do I get started?
To sign up for OUC's Rely-A-Pay program, you will need a voided check from your checking account. Then you can fill out the Rely-A-Pay Automatic Withdrawal Authorization Form by downloading, completing, and faxing the Adobe Acrobat version of this form.
Rely-A-Pay usually begins within 30 to 60 days after OUC receives your authorization form. Continue to pay your bill regularly until you receive a bill that indicates "Bank Draft On Due Date". You will receive a monthly statement for your review and recordkeeping.

OUC Budget Billing
In response to feedback from our customers, OUC is again offering Budget Billing, a program designed to help customers avoid unpredictable bills by equalizing payments over the year. This free service helps customers plan their monthly payments and keep their budgets balanced.
As a Budget Billing customer, you will receive a monthly bill that details:
- Your actual meter readings and consumption
- Your actual bill amount based on your account’s consumption
- Your fixed Budget Billing amount
- The budget deferred balance, which is the difference between your actual bill and your Budget Billing amounts
- A bill message advising of any additional charges that may be due along with your budgeted amount
Your monthly fixed Budget Bill amount is based on the average of your actual utility bills during the last 12 months, including electric and/or water, solid waste, waste water and taxes.* An additional percentage, at the discretion of OUC, will be added to the amount to prevent the deferred balance from growing too large.
*Note: If you have not established 12 months’ usage, the consumption history of the previous occupant will be considered to determine your average bill amount.
Additional charges, adjustments and financed installments are not part of the Budget Billing plan and appear as separate line items on your bill. These charges are in addition to the Budget Billing amount.
